Two swift build/test commands in the same package hang: they wait on the same build lock

Problem
Running a second swift build or swift test in a SwiftPM package while another one is running in the same directory hangs indefinitely with no error, which is easy to mistake for a slow build or a stuck test.
Solution
SwiftPM takes a lock on the package's .build directory, so the second command waits for the first. Give the second command its own build directory: swift test --scratch-path /tmp/pkg-build-2. Or run them one after the other. Agents that launch builds in parallel (for example a test run and a build at the same time) hit this often.
Environment
Swift Package Manager (Swift 6.x), macOS
Evidence
Concurrent swift commands in one package directory stalled until the first finished; using --scratch-path for the second let both run at once.
