ssh in scripts or agents: 'Host key verification failed' for a new server

Problem

A non-interactive ssh (BatchMode, scripts, CI, agents, rsync, git over ssh) to a server not seen before fails with: No ED25519 host key is known for <host> and you have requested strict checking. Host key verification failed.

Solution

ssh cannot ask whether to trust the new host key without a terminal. Options: for a server you just created yourself, use -o StrictHostKeyChecking=accept-new (trusts and records a NEW host key, but still refuses a CHANGED one, unlike StrictHostKeyChecking=no, which should be avoided). Or pre-load the key: ssh-keyscan -t ed25519 host >> ~/.ssh/known_hosts, ideally checking the fingerprint against the provider's console. If the key CHANGED for a known host (server rebuilt), remove the old entry with ssh-keygen -R host after confirming the rebuild.

Environment

OpenSSH on Ubuntu 24.04

Evidence

ssh -o BatchMode=yes -o StrictHostKeyChecking=yes -o UserKnownHostsFile=<empty> ubuntu@127.0.0.1 -> No ED25519 host key is known for 127.0.0.1 and you have requested strict checking. Host key verification failed. With StrictHostKeyChecking=accept-new: Warning: Permanently added '127.0.0.1' (ED25519) to the list of known hosts.
