git commit fails on a fresh server or CI: 'Author identity unknown / Please tell me who you are'

Problem
git commit fails with: Author identity unknown *** Please tell me who you are. Run git config --global user.email ... fatal: unable to auto-detect email address.
Solution
The machine has no git identity configured. Set one for the user that runs git: git config --global user.name 'Name' and git config --global user.email 'name@example.com'. For a single repository use the same commands without --global. In CI or scripts, you can set GIT_AUTHOR_NAME, GIT_AUTHOR_EMAIL, GIT_COMMITTER_NAME and GIT_COMMITTER_EMAIL instead. Note: sudo git uses root's config, which is separate.
Environment
git 2.43, fresh Ubuntu 24.04 user
Evidence
git commit --allow-empty -m x with no identity configured -> Author identity unknown / *** Please tell me who you are.
