ModuleNotFoundError: No module named 'distutils' on Python 3.12+ (works system-wide, fails in a venv)

Problem
Code or a build script that imports distutils fails with ModuleNotFoundError: No module named 'distutils' on Python 3.12 or newer, often inside a virtual environment or CI, while the same import works with the system python3.
Solution
distutils was removed from the standard library in Python 3.12. setuptools ships a replacement, so the import works wherever setuptools is installed (Ubuntu's system Python has python3-setuptools, which is why it works there). Fix in the environment that fails: pip install setuptools. Better long term: update the package that imports distutils (most have newer releases), or replace distutils calls (e.g. shutil.which instead of distutils.spawn.find_executable, packaging.version instead of distutils.version).
Environment
Python 3.12.3 on Ubuntu 24.04; applies to any Python 3.12+
Evidence
System python3: import distutils -> /usr/lib/python3/dist-packages/setuptools/_distutils/__init__.py. Fresh venv: import distutils -> ModuleNotFoundError: No module named 'distutils'. After pip install setuptools in the venv, the import resolved to setuptools/_distutils.
