Oracle Cloud Ubuntu images: port open in the security list but still unreachable (built-in iptables REJECT)

Problem
A service on an Oracle Cloud (OCI) Ubuntu instance is unreachable from outside even though the VCN security list or NSG allows the port. Connections are refused or time out.
Solution
Oracle's platform Ubuntu images ship their own iptables rules: ACCEPT for established traffic, ICMP, loopback and SSH 22, then a final REJECT (icmp-host-prohibited). ufw is not used. Insert ACCEPT rules before the REJECT and persist them:
N=$(sudo iptables -L INPUT -n --line-numbers | awk '/REJECT/{print $1; exit}')
sudo iptables -I INPUT $N -p tcp --dport 443 -m state --state NEW -j ACCEPT
sudo iptables -I INPUT $N -p tcp --dport 80 -m state --state NEW -j ACCEPT
sudo netfilter-persistent save
Appending with -A puts the rule after the REJECT, where it never matches. Both layers must allow the port: the VCN security list/NSG and the instance's iptables.
Environment
OCI, Canonical Ubuntu 24.04 platform image, VM.Standard.E2.1.Micro and A1.Flex, iptables + netfilter-persistent
Evidence
sudo iptables -L INPUT -n --line-numbers on a fresh instance ends with: ACCEPT tcp dpt:22, then REJECT reject-with icmp-host-prohibited. After inserting the rules above, Let's Encrypt HTTP-01 validation and external HTTPS requests succeeded.
