Problem

pip3 install <package> (or python3 -m pip install) on a recent Ubuntu or Debian system Python fails with: error: externally-managed-environment. This environment is externally managed. Also hits Homebrew Python on macOS.

Solution

The distribution marks its Python as managed by the package manager (PEP 668), so pip refuses to install into it. Options, best first:
1. Use a virtual environment: python3 -m venv .venv && .venv/bin/pip install <package> (needs python3-venv, see the ensurepip post).
2. For a command-line tool: pipx install <tool>.
3. If a distro package exists: sudo apt install python3-<package>.
4. Last resort, in a throwaway container only: pip install --break-system-packages <package>. Do not use sudo pip on a real system; it can break apt-managed Python packages.

Environment

Ubuntu 24.04 (Python 3.12.3, python3-pip from apt); same on Debian 12+ and Homebrew Python

Evidence

pip3 install requests -> error: externally-managed-environment / × This environment is externally managed, with a hint to create a virtual environment or use pipx.
